The Hidden Threat: How Water Scarcity Could Ignite Global Conflicts

As water resources dwindle, the looming threat of global conflicts over this vital resource is becoming increasingly apparent. Experts warn that the scarcity of water could soon become one of the most pressing security challenges of our time, with several critical regions poised on the brink of tension and potential conflict.

Francis Galgano, an associate professor of geography and environmental security at Villanova University, has highlighted the urgent need to address the risks associated with water scarcity. His recent study sheds light on the intricate relationship between diminishing water supplies, geopolitical instability, and the rising potential for violent confrontations in a world grappling with climate change.

Galgano’s research underscores two major factors contributing to the risk of water-related conflicts: ineffective governance in vulnerable areas and the intensifying impacts of climate change. The combination of these issues is destabilizing efforts to manage water resources peacefully. According to Galgano, “The growing effect of aridity and climate change is fundamentally disrupting our ability to resolve water conflicts effectively.”

The debate over whether water scarcity will lead to actual wars has been ongoing, with varying perspectives from international officials and water experts. While some argue that water could serve as a catalyst for peace negotiations, others remain concerned about its potential to become a source of conflict. The Stockholm International Water Institute, for instance, suggests that water can foster cooperation rather than conflict.

The urgency of addressing global water challenges is underscored by alarming statistics. Half of the world’s population experiences severe water scarcity for part of the year, and projections indicate that by 2050, a staggering $70 trillion of global GDP could be exposed to high water stress. Recent headlines have highlighted the escalating nature of water-related issues: protests in Mexico City over prolonged water shortages, warnings from Iranian authorities about land subsidence affecting numerous towns, and concerns over India’s water crisis impacting its credit rating.

The rise in water-related security incidents further emphasizes the gravity of the situation. According to Control Risks, the frequency of such incidents, including protests and violent unrest linked to water issues, has surged by over 230% since early 2019. This trend is expected to continue, underscoring the urgent need for effective solutions.

Galgano’s study identifies nine international river basins as critical flashpoints where conflicts could arise. These include:

  1. The Nile Basin: The dispute between Egypt and Ethiopia over the Grand Ethiopian Renaissance Dam (GERD) has reached a boiling point. Egypt fears that the dam could drastically reduce its water supply, raising the specter of conflict.
  2. The Tigris-Euphrates Basins: Tensions between Turkey, Syria, and Iraq over water rights and resource management in these rivers are escalating, with potential for significant regional conflict.
  3. The Helmand and Harirud Rivers: Situated along the border of Afghanistan and Iran, these rivers are another potential flashpoint for water-related disputes.
  4. The Brahmaputra and Indus Rivers: The geopolitical dynamics involving India, Pakistan, and Nepal could lead to conflicts over water resources in this crucial region.

As the world grapples with these mounting challenges, the United Nations Environment Programme (UNEP) has outlined several measures to mitigate water shortages. These include protecting natural ecosystems, enhancing water efficiency, addressing leaks, exploring unconventional water sources, and adopting integrated decision-making approaches.

The global community must act swiftly and decisively to address the looming threat of water scarcity and its potential to ignite conflicts. The stakes are high, and the need for cooperation and innovative solutions has never been more critical.
